As primeiras eleições constituintes no Brasil (1821)

Abstract

O primordial propósito da Revolução Liberal portuguesa de 1820 foi o de pôr termo ao regime absolutista e convocar umas Cortes constituintes, encarregadas de preparar uma constituição para o País. No entanto, segundo o novo paradigma de representação política nacional, impunha-se que também fossem chamados ao magno Congresso os representantes eleitos dos territórios ultramarinos do "império lusitano". O Brasil, que desde 1815 integrava o Reino Unido de Portugal e do Brasil e Algarves, revelou-se um caso particularmente intrincado, por diversos motivos, nomeadamente a migração do poder político (rei e corte) para o Rio de Janeiro em 1808 e a demora na adesão brasileira à revolução constitucionalista do Porto. Este trabalho analisa algumas dessas dificuldades que, em finais de 1820 e no ano de 1821, se sentiram para juntar os portugueses de "ambos os hemisférios" num único parlamento constituinte pluricontinental (as Cortes de Lisboa de 1821/22) e as vicissitudes por que passou o sistema eleitoral nas várias províncias do Brasil.

The main purpose of the Portuguese Liberal Revolution of 1820 was to abolish absolutism and to convene constituent Cortes, in order to draft the first written constitution for the country. However, according to the new paradigm of national political representation, it was also required that the great Congress should include elected representatives in the overseas territories of the Portuguese empire. Brazil, which, since 1815, was part of the United Kingdom of Portugal and Brazil and the Algarves, proved to be a particularly intricate case, due to several motives, namely the migration of the political power (king and court) from Lisbon to Rio de Janeiro in 1808 and the delay of Brasil to join the liberal revolution of Oporto. This paper analyzes some of these difficulties that were felt, in late 1820 and 1821, to bring together the Portuguese of "both hemispheres" in a single pluricontinental constituent parliament (the Lisbon Cortes of 1821/22) and the vicissitudes that challenged the Portuguese electoral system in the various provinces of Brazil.
