Executivo, Congresso e parlamentares na estrutura de delegação legislativa no Brasil republicano

Abstract

Analisa a evolução da estrutura de delegação legislativa no Brasil republicano, identificando a centralidade do Executivo no processo decisório no pós-30 e evidenciando, ao mesmo tempo, o aumento da capacidade de controle da delegação por parte do Poder Legislativo a partir de 1988. A análise orienta-se pela argumentação de Shugart e Carey sobre os fundamentos da delegação legislativa.Analyzes the evolution of legislative delegation's structure in republican Brazil, identifying the centrality of the Executive in the process of decision making in the post 1930's and showing, at the same time, the increasing ability to control the delegation by the Legislative from 1988. The analysis is guided by the argumentation of Shugart and Carey on the grounds of the legislative delegation
