As eleições bicamerais e o perfil dos parlamentares no Congresso Nacional : candidatos eleitos e não eleitos da 52ª legislatura

Abstract

De acordo com a teoria, a incongruência bicameral é pensada para promover diferenças entre senadores e deputados, no tocante a seu background social e suas trajetórias políticas. Essas diferenças visam ampliar a diversidade da representação política, de modo a criar incentivos para os debates políticos e controle entre os governantes e, assim, aprimorar a qualidade da democracia. Cabe perguntar, portanto, em que medida a incongruência institucional implica, efetivamente, diferenças entre senadores e deputados no tocante a seu perfil. Este trabalho busca responder esta pergunta comparando o perfil de candidatos ao Congresso Nacional, que disputaram as eleições para a 52ª Legislatura (2003-2007). O resultado do estudo, em sua maior parte, converge com a hipótese de que a incongruência afeta o perfil da representação: no Brasil, os senadores eleitos são, em geral, mais experientes, mais instruídos e mais velhos que os deputados / diferenças estas que são notadas também quando se considera o perfil dos candidatos em geral.

In this paper, it is understood that bicameral incongruence tends to promote differences between senators and representatives, regarding their social background and their political trajectories. These differences tend to broaden the diversity of political representation, through the creation of incentives for political debates as well as control of the rulers, thus improving the quality of democracy. It is worth search for the extent to which institutional incongruence determines effective differences between senators and representatives regarding their profile. This paper seeks to answer such question by comparing the profile of candidates to Brazilian Congress, which contested the elections for the 52nd Legislature (2003-2007). The results of the study, for the most part, corroborate the hypothesis that incongruence affects the profile of representation: the elected Brazilian senators are in general more experienced, better educated and older than the elected representatives. By considering the candidates to the Senado Federal and to the Câmara dos Deputados, the same differences can be observed.
