Resumo
Analisa os desafios da governabilidade em governos progressistas na
democracia representativa do Peru, Chile, Colômbia e Brasil. É uma pesquisa de natureza
qualitativa e caráter exploratório que possibilitou analisar de forma mais profunda as interações
e fatores que influenciam a governabilidade e a cidadania nos referidos países. Foi desenvolvida
por meio de levantamento bibliográfico, documental e reportagens em mídias digitais que
cobrem e refletem a região latino-americana. Parte-se da compreensão que as formalidades
eleitorais, instituintes da representação política, têm sido insuficientes para atender às demandas
da sociedade. Uma realidade que tem levado à apatia do cidadão diante da política e a escolhas
eleitorais contraditórias para seus interesses, observadas nas composições dos poderes legislativos
dos respectivos países, desconectadas do projeto político do poder executivo vitorioso nas urnas.
Nesse cenário, a democracia representativa mostra-se insatisfatória para o desenvolvimento
da cidadania como potência política, entrava a governabilidade, coloca em risco o projeto
progressista representados pelos governos eleitos, fragiliza a expectativa de uma América Latina
mais justa, equitativa e participativa.
It analyzes the challenges of governability in progressive governments in the representative democracy of Peru, Chile, Colombia and Brazil. It is a qualitative and exploratory research that made it possible to analyze in more depth the interactions and factors that influence governance and citizenship in the countries. It was developed through bibliographical and documentary research and reports in digital media that cover and reflect the Latin American region. It starts with the understanding that electoral formalities, which establish political representation, have been insufficient to meet society's demands. A reality that has led to citizen apathy towards politics and electoral choices contradictory to their interests, observed in the compositions of the legislative powers of the respective countries, disconnected from the political project of the victorious executive power at the polls. In this scenario, representative democracy proves to be unsatisfactory for the development of citizenship as a political power, hinders governability, puts at risk the progressive project represented by elected governments, and weakens the expectation of a fairer, more equitable and participatory Latin America.
