Teoria e prática da representação política na crise da democracia

Abstract

Da eleição de líderes autoritários à multiplicação de revoltas populares, são diversos os sinais de que as instituições políticas liberais não têm dado conta de atender às expectativas de amplos setores sociais. Embora um número considerável de atores e analistas insista em reconduzir os conflitos para o âmbito institucional, boa parte da ação política tem corrido também por fora do arcabouço formal e debilitado conceitos e teorias estabelecidas acerca da democracia e da representação. Este trabalho1 discute os avanços e limites das teorias contemporâneas da representação política frente a esse diagnóstico. Por um lado, elas contribuem para o estudo de diferentes formas de representação para além do voto. Por outro, pecam em articular suas faces eleitoral e não-eleitoral e tendem a negligenciar sua dimensão substantiva. Dois casos são analisados, então, para demonstrar o caráter potencialmente democrático de formas radicais de participação e a necessária articulação teórica entre as ações políticas institucional e extrainstitucional. A saber, a trajetória recente do Movimento dos Trabalhadores Sem Teto, no Brasil, e os protestos dos Coletes Amarelos, entre 2018 e 2019, na França.

From the election of authoritarian leaders to the increase of popular uprisings, there are many signs that liberal political institutions have failed to meet the expectations of large social sectors. Although a high number of political actors and analysts insist on bringing conflicts back to the institutional level, much of the political action has also been running outside the formal framework and compromising established concepts and theories about democracy and representation. This paper discusses the contributions and the problems of contemporary theories of political representation in this context. On the one hand, they favor the study of different forms of representation besides voting. On the other hand, they are inadequate in articulating their electoral and non-electoral faces and tend to neglect their substantive dimension. Two cases are then analyzed to demonstrate the potentially democratic character of radical forms of participation and the necessary theoretical articulation between institutional and extrainstitutional political actions. Namely, the recent path of the Movement of Homeless Workers (MTST), in Brazil, and the protests of the Yellow Vests, between 2018 and 2019, in France.
