Eleições, fragmentação partidária e governabilidade

Abstract

Analisa as eleições de 1994 do ponto de vista dos efeitos da continuidade da fragmentação partidária sobre as relações entre o Executivo e o Congresso. O autor chama a atenção para o declínio dos dois grandes partidos e o aumento do número de partidos de tamanho médio. A fragmentação, que é relacionada aos interesses dos parlamentares, deve forçar um estilo de governo de base consensual. Mesmo considerando os aspectos negativos decorrentes da falta de base parlamentar do Executivo e das dificuldades de formação de uma maioria estável, o texto chama a atenção para alguns fatores que podem contrabalançar os aspectos negativos da fragmentação do sistema partidário nacional.Analyzes the 1994 election by focusing on the residual effects that political party fragmentation has on relations between the executive and legislative branches. The author points to the decline of the two largest parties and the growth in the number of medium size parties. This fragmentation, related to the representatives' self interests, probably will impose a consensus-based style of government. While taking into account the negative aspects caused by the executive's lack of any congressional base and by the difficulties in forming a stable majority, the article stresses certain factors that may serve as counterweights to the negative aspects brought on by the fragmentation of the nations party system.
