Aprofunda o estudo sobre a evolução dos conceitos de cidadania e democracia para, ao analisar a realidade fática atual, demonstrara necessidade de renovação dos termos em caminho a participação efetiva e vinculada as novas formas de comunicação através da internet, a democracia digital.
