Os "novos homens bons" : eleição, representação e cidadania nos debates parlamentares sobre as municipalidades oitocentistas (Brasil, 1826-1828)

Abstract

Trata-se de trabalho historiográfico que aborda alguns aspectos da representação e da cidadania no Brasil oitocentista. Tomando como objeto de estudo os debates parlamentares em torno da Lei de 1o de outubro de 1828, que deu nova forma às câmaras municipais, marcou suas atribuições e o processo para a sua eleição, discorreremos sobre como as casas legislativas no Império (re)definiram a participação popular na eleição municipal e estabeleceram os limites e possibilidades para alcançar os postos de "novos homens bons". A temática é histórica, porém atual, pois desvela o universo legislativo e seu papel na regulação das instituições representativas, o cariz eletivo da governança local e as possibilidades de acesso e participação política da sociedade no respectivo processo eleitoral na primeira metade do século XIX.

It studies the themes of representation and citizenship in 19th century Brazil. Analyzing the parliamentary debates over the law of October 1, 1828, that standardized the city councils, marked their attributions and the process for their election, we will discuss how the legislative houses in the Empire standardized popular participation in the municipal election and they established the limits and possibilities to reach the posts of "new councilmen". The theme is historical, but current, as it unveils the legislative universe and its role in the regulation of representative institutions, the elective nature of local governance and the possibilities of access and political participation of society in the respective process.
