Resumo
Analisa os avanços da participação feminina na vida
política do Brasil. Para tanto inicialmente faz um breve apanhado histórico no mundo e no
Brasil, percorrendo as batalhas que levaram à conquista do sufrágio feminino, as principais
alterações legislativas e o alicerce constitucional que o embasou. Num segundo momento
discorre acerca da efetividade das cotas de gênero e sobre a alteração do modelo de
financiamento de campanha como combate à corrupção, além de tratar da discussão acerca
dos percentuais dos recursos públicos destinados às candidaturas femininas e suas efetivas
destinações. A terceira parte do trabalho versa sobre diversos pontos sensíveis que ainda
precisam ser muito debatidos para que o Brasil possa avançar na efetiva representatividade
feminina na vida política. Os pontos abordados no presente estudo percorrem ainda: o sucesso
do modelo argentino e como nosso país vizinho logrou êxito na aplicação de suas cotas de
gênero alcançando uma importante representatividade de mulheres na vida política daquele
país; a composição diretiva dos órgãos partidários e a importância de termos uma
representatividade feminina em suas composições; a autonomia partidária, que representaria a
discricionariedade para a agremiação partidária distribuir sua verba pública com base em
critérios definidos pelos partidos políticos que estariam apenas sujeitos a auditoria para
análise, com base nos princípios de integridade e transparência; e, por fim, uma reflexão
sobre a violência de gênero na política, tema extremamente atual e delicado, por cuidar da
dignidade feminina e da grave violência sofrida pelas mulheres, que podem resultar desde
agressões morais, a outras mais extremas, como violência física e assassinato, configurando
um dos principais obstáculos que impede as mulheres de gozarem de seus direitos políticos de
forma plena.
It aims to analyze the advancements of female participation in Brazilian politics. To do so, it initially provides a brief historical overview both globally and in Brazil, tracing the battles that led to the achievement of women's suffrage, the main legislative changes, and the constitutional framework that supported it. In a second moment, it discusses the effectiveness of gender quotas and the alteration of the campaign financing model as a means to combat corruption, as well as addressing the debate around the percentages of public resources allocated to female candidacies and their effective destinations. The third part of the work focuses on several sensitive points that still need to be widely debated for Brazil to advance in the effective representation of women in politics. The points addressed in this study also include: the success of the Argentine model and how our neighboring country succeeded in implementing its gender quotas, achieving significant female representation in its political life; the directive composition of party organs and the importance of having female representation in their compositions; party autonomy, which represents the discretion for the political party to distribute its public funds based on criteria defined by the political parties, which would only be subject to audit for analysis, based on the principles of integrity and transparency; and, finally, a reflection on gender-based violence in politics, an extremely current and delicate issue, as it concerns women's dignity and the serious violence suffered by women, ranging from moral assaults to more extreme forms such as physical violence and murder, constituting one of the main obstacles preventing women from enjoying their political rights fully.
