La inclusión de las mujeres en los partidos políticos de América Central

Abstract

En el presente trabajo se explica la inclusión de la mujer desde los Estatutos de los partidos políticos en la zona de América Central [Costa Rica (PLN y PAC), El Salvador (ARENA y FMLN), Guatemala (PP y UNE GANA), Honduras (PNH y Partido LIBRE), Nicaragua (FSLN y PLI-MRS) y Panamá (CD y PRD)]. Se va a constatar que a estatutos más favorables a la participación de la mujer, mayor es la representación de las mujeres en las elecciones. Para poder afirmar la hipótesis es necesario analizar los mecanismos que generan los estatutos y las razones por las que en algunos partidos existen condiciones más favorables al liderazgo de mujeres. Se compara la relación que existe entre un Estatuto que funciona adecuadamente y las leyes de cuotas a nivel nacional. Analizamos si la existencia de leyes de cuotas a nivel nacional influye en la creación de Estatutos por parte de los partidos políticos que favorezcan la presencia de mujeres.

In this paper the inclusion of women is explained from the Statutes of political parties in the area of Central America [Costa Rica (PLN and PAC), El Salvador (ARENA and FMLN), Guatemala (PP UNE and GANA), Honduras (PNH and FREE Party), Nicaragua (FSLN and PLI-MRS) and Panama (CD and PRD)]. It will find that more favorable to the participation of women statutes, the greater representation of women in elections. To affirm the hypothesis is necessary to analyze the mechanisms that generate the statutes and the reasons why in some games there are more favorable to women s leadership conditions. Another finding is to see the relationship between a statute that works properly and quota laws at the national level, that is, we must analyze whether the Bylaws that work in a proper way in practice depend on the existence of a law national quotas that already is mandatory under the law.
