Mulheres, participação política e financiamento de campanha

Abstract

Em ranking de participação de mulheres no Parlamento, elaborado pela ONU Mulheres em parceria com a União Interparlamentar (UIP) em 2017, o Brasil ocupava a 154º lugar entre os 174 países analisados. Este artigo investiga a relação entre financiamento de campanha e sucesso em chegar a um cargo legislativo a partir dos cálculos de razão de chance, utilizando dados do TSE referentes às eleições de 2018. Quanto à participação no executivo, com apenas uma mulher ministra, o Brasil ficou em 167º lugar entre os países no ranking. A partir das eleições de 2018, o Congresso Nacional passou a ser composto por mais mulheres do que em 2014, ainda que o percentual de participação de mulheres seja bem abaixo da média na América Latina. Os dados mostram que o maior financiamento de campanha não necessariamente implica no sucesso eleitoral, indicando que há outros fatores associados ao sucesso ou fracasso eleitoral de candidaturas femininas.

In a ranking of women's participation in parliament drawn up by UN Women in partnership with the Inter-Parliamentary Union (IPU) in 2017, Brazil was 154th out of 174 countries analyzed. This article investigates the relationship between campaign funding and success in reaching legislative office using odds ratio calculations, using data from the TSE for the 2018 elections. In terms of participation in the executive, with only one-woman minister, Brazil ranked 167th among the countries in the ranking. Since the 2018 elections, the National Congress has been made up of more women than in 2014, although the percentage of women's participation is well below the average in Latin America. The data shows that greater campaign funding does not necessarily imply electoral success, indicating that there are other factors associated with the electoral success or failure of female candidates.
