Resumo
A substituição dos comícios presenciais e da distribuição de materiais físicos por
estratégias digitais tem contribuído para a redução dos impactos ambientais, tanto naturais quanto
urbanísticos. Ressalta-se que a digitalização das campanhas eleitorais tem potencial para ampliar
a inclusão social e fortalecer uma maior transparência nos processos eleitorais. Contudo, este
processo de digitalização apresenta outros desafios, a saber: o risco do possível aumento da
desinformação e a exclusão informática, sendo necessária a criação de uma regulamentação
eficaz e inclusiva. Além disso, é importante pensar em caminhos conjuntos para a promoção
de campanhas sustentáveis, num diálogo entre instituições, partidos, candidatos e cidadãos. A
metodologia utilizada foi a pesquisa bibliográfica, com enfoque em materiais de cunho científico,
documentos oficiais que tratam sobre a relação da inovação tecnológica com a sustentabilidade
eleitoral. O objetivo foi sistematizar o conhecimento existente e analisar as implicações da
digitalização das campanhas sob as dimensões ambiental, social e jurídica, relacionando-as
diretamente com os Objetivos de Desenvolvimento Sustentável (ODS). O presente trabalho
tem como objetivo analisar como a inovação tecnológica poderá influenciar na organização
do processo eleitoral, em específico, a alteração da forma de se fazer campanha eleitoral cujo
propósito deve ser a adoção da inovação em conjunto com os objetivos de desenvolvimento
sustentável (ODS), para que os vários tipos de meio ambiente, inclusive o meio ambiente digital,
sejam respeitados. Os resultados apontam que uma campanha eleitoral mais sustentável favorece
a todos de uma forma geral, como a promoção da cidadania digital, diminuição da pegada
ecológica e o acesso justo à informação política. Conclui-se que o exercício da propaganda
eleitoral sustentável, nas formas permitidas pela legislação, configura direito líquido e certo do
candidato e também direito difuso da sociedade, que deve manter-se informada para fazer as
escolhas corretas.
The replacement of in-person rallies and the distribution of physical materials with digital strategies has contributed to reducing environmental impacts, both natural and urban. It is noteworthy that the digitalization of electoral campaigns has the potential to increase social inclusion and strengthen greater transparency in electoral processes. However, this digitalization process presents other challenges, namely: the risk of a possible increase in disinformation and digital exclusion, requiring the creation of effective and inclusive regulations. Furthermore, it is important to consider collaborative approaches to promoting sustainable campaigns, through dialogue between institutions, parties, candidates, and citizens. The methodology used was bibliographic research, focusing on scientific materials and official documents dealing with the relationship between technological innovation and electoral sustainability. The objective was to systematize existing knowledge and analyze the implications of the digitalization of campaigns under the environmental, social, and legal dimensions, directly relating them to the Sustainable Development Goals (SDGs). This work aims to analyze how technological innovation can influence the organization of the electoral process, specifically, the alteration of the way electoral campaigns are conducted, whose purpose should be the adoption of innovation in conjunction with the sustainable development goals (SDGs), so that the various types of environment, including the digital environment, are respected. The results indicate that a more sustainable electoral campaign benefits everyone in general, such as the promotion of digital citizenship, a reduction in the ecological footprint, and fair access to political information. It is concluded that the exercise of sustainable electoral propaganda, in the forms permitted by law, constitutes a clear and certain right of the candidate and also a diffuse right of society, which must remain informed to make the correct choices.
