A espinha dorsal do sistema eleitoral brasileiro

Abstract

Diante do grande número de críticas e propostas de reforma política, em especial de mudança das regras insertas no sistema eleitoral brasileiro, o presente estudo pretende apresentar as principais características do regime em vigor no Brasil, por meio de sua evolução histórica, desde o descobrimento do Brasil até as diretrizes que compõem as regras insertas na Constituição Federal de 1988. Para compreender a realidade brasileira, inicia-se o trabalho com algumas noções fundamentais sobre os sistemas eleitorais, classificados pela doutrina especializada segundo análise das variáveis existentes em todo o mundo. A partir dessa classificação, busca-se conhecer as peculiaridades dos sistemas adotados no Brasil ao longo de sua história, onde foram utilizados os modelos majoritários e proporcionais, até chegar ao sistema misto atualmente fixado pela Carta Magna e pelo Código Eleitoral Brasileiro.With the large number of critics and proposals for political reform, especially to change the Brazilian electoral system, this study aims to present its main features, through its historical evolution, since the discovery of Brazil until the guidelines of the Federal Constitution of 1988. To understand the Brazilian reality, this work begins with some fundamental notions about electoral systems, ranked by specialized doctrine analysis of existing variables around the world. Based on this classification, we seek to understand the peculiarities of the adopted electoral systems in Brazil throughout its history, where majority and proportional models were used, until the mixed system currently secured by the Constitution and by the Brazilian Electoral Code
