Como aperfeiçoar a representação proporcional no Brasil

Abstract

Faz um breve diagnóstico do funcionamento da representação pro- porcional no Brasil e sugere algumas reformas para o seu aperfeiçoamento. Uma das razões que me motivaram a escrevê-lo é a atual onda em defesa de introdução de sistemas majoritários (distrital e distritão). Embora reconheça que alguns aspectos da representação proporcional não funcionem bem atual- mente, acredito que esta é a melhor opção para a escolha de representantes no país. É importante salientar que considero a reforma do financiamento das campa- nhas e partidos (e não a reforma do sistema eleitoral) como a mais fundamental para a democracia brasileira.

It assesses the operation of proportional representation in Brazil and suggests some reforms to its improvement. One of the reasons that motivated me to write this, is the current wave in defense of introducing single non-transferable vote(SNTV) in Brazil. While acknowledging that some aspects of proportional representation are not working well in the present, I believe it is the best option for choosing representatives in the country. Importantly, I consider the reform of the financing of campaigns and parties (and not the reform of the electoral system) as the most crucial for Brazilian democracy.
