Territorialização do voto conservador no Ceará : regionalismo, caráter simbólico e uso do estado pelos grupos de poder conservadores no Ceará

Abstract

Apresentamos neste artigo dados, reflexões e resultados de pesquisa sobre as relações entre os processos de formação territorial, espacialização do voto conservador, grupos de poder político e as estratégias utilizadas por estes em seus processos de reprodução política, eleitoral e territorial no Ceará. Foi realizado o levantamento de fontes bibliográficas e dados para a discussão dos grupos de poder cearenses, suas bases materiais, e os discursos dos parlamentares conservadores proferidos no Congresso Nacional (CN). Investigamos também as vinculações institucionais e políticas dos agentes que compõem os grupos e as redes de poder no Ceará, desvendando a práxis conservadora no Ceará e suas estratégias políticas e territoriais. Identificamos, com base nos dados de resultados eleitorais, a formação de territórios conservadores especialmente no sudoeste e noroeste do estado. Notamos, também, que há relação direta entre distribuição de emendas parlamentares e espacialização dos votos nos parlamentares conservadores cearenses demarcam territórios e indicam interesses, expostos e confirmados em seus discursos no Congresso Nacional. Neles, se sobressaem elementos do regionalismo (como a luta contra a seca e a necessidade de obras para tal), interesses econômicos locais e regionais e questões de caráter religioso, especialmente ligadas ao catolicismo. Concluímos que existem relações entre território, poder e conservadorismo especializadas no Ceará e relacionado a atuação dos parlamentares conservadores investigados nessa pesquisa, abrindo desafios teóricos e metodológicos para a Geografia e voltados ao entendimento de existem territórios conservadores onde prevalece, no tempo e no espaço, a hegemonia de grupos de poder político conser vadores.In this article, we present data, reflections and research results on the relationships between the processes of territorial formation, spatialization of the conservative vote, political power groups and the strategies used by them in their processes of political, electoral and territorial reproduction in Ceará. A survey of bibliographic sources and data was carried out to discuss the power groups in Ceará, their material bases, and the speeches of conservative parliamentarians given in the National Congress (CN). We also investigated the institutional and political links of the agents that make up the groups and power networks in Ceará, revealing the conservative praxis in Ceará and its political and territorial strategies. We identified, based on electoral results data, the formation of conservative territories especially in the southwest and northwest of the state. We also note that there is a direct relationship between the distribution of parliamentary amendments and the spatialization of votes in conservative parliamentarians from Ceará who demarcate territories and indicate interests, exposed and confirmed in their speeches in the National Congress. They highlight elements of regionalism (such as the fight against drought and the need for works to this end), local and regional economic interests and issues of a religious nature, especially those linked to Catholicism. We conclude that there are relationships between territory, power and conservatism specialized in Ceará and related to the actions of the conservative parliamentarians investigated in this research, opening up theoretical and methodological challenges for Geography and aimed at understanding whether there are conservative territories where the hegemony of conservative political power groups prevails in time and space.
