Discute o Partido Comunista Chinês no âmbito do regime político da China, ilustrando como uma decisão relativa aos rumos do desenvolvimento daquele país se inicia num encontro do Partido em Beijing e vai sendo implementada nos milhares de distritos chineses. Apresenta uma visão global do regime político da China, situando nesta o Partido Comunista. Seu objetivo é entender o Partido e seu papel desde a Revolução Chinesa, destacando especialmente as mudanças no seu processo decisório após o período de Reforma e Abertura da Era Deng Xiaoping e sugerindo algumas contradições que tais mudanças ensejaram.
