O fundo partidário como obstáculo às mudanças políticas

Abstract

Trata do Fundo Partidário e de como ocorreram os repasses financeiros feitos por ele aos partidos no período de 1994 até 2012. A partir dos dados foi constatado que nos últimos 18 anos os cinco partidos que mais receberam os repasses concentraram anualmente, no mínimo, metade do valor que o Fundo dispunha, e, além disso, que esses cinco partidos são praticamente os mesmos desde 1995. A partir dos dados quantitativos e qualitativos percebe-se que o próprio Fundo, em função da forma como direciona os repasses, promove a manutenção do status quo ao favorecer partidos já estabelecidos em detrimentos de novos e pequenos partidos. Por fim, de maneira nenhuma definitiva, o artigo sugere possibilidades de mudanças para que o apoio do Fundo seja mais igualitário entre os partidos de forma a melhor possibilitar o necessário pluralismo político, logo, as chances de mudanças políticas.

It treats about the Party Fund and how the financial transfers occurred to the parties between 1994 and 2012. From the data it was noted that in the last 18 years the five parties that most received the financial transfers concentrated annually, at least, half of the total value disposed by the Fund, and besides that, those five parties are almost the same since 1995. From the quantitative and the qualitative data was understood that the Fund itself, because of the manner he directs the financial transfers, promotes the maintenance of the status quo favoring the parties that already are established over the new and small parties. At last, not in a definitive way, this article suggest possibilities of changing to the support of the Fund to be more egalitarian between the others parties in a way that enables the necessary political pluralism, therefore, the chances of political changes.
