Nem presidencialismo, nem parlamentarismo

Abstract

Desenvolvendo critérios para caracterizar e avaliar os desempenhos dos sistemas de governo no mundo contemporâneo, o autor conclui que os sistemas mistos, onde o poder é compartilhado entre o executivo e o parlamento, têm se mostrado mais eficazes e estáveis do que o presidencialismo ou parlamentarismo "puros". Neste sentido, sublinha-se a importância do contexto específico do sistema eleitoral, do sistema partidário e da cultura política. Ao considerar o caso brasileiro, o autor pondera que a estrutura partidária e o caráter da cultura política não se adaptam à adoção do parlamentarismo.In developing criteria to characterize and evaluate the performance of systems of government within the contemporary world, this article concludes that mixed systems, where power is shared between an executive and a parliament, have proved to be more effective and stable than "pure" presidentialism or parliamentarianism. The author stresses the importance of the specific context of electoral systems, party systems and political culture. Taking the Brazilian case into account, the author argues that neither the structure of political parties nor the character of the political culture are appropriate for the adoption of parliamentarianism.
