O princípio da separação de poderes e a crise da representação política : a dinâmica legislativa no município de Curitiba

Abstract

Identifica a crise da representação política e o arranjo da separação de poderes no Estado constitucional. Verifica-se que a preponderância do poder Executivo se deve, em muito, à perda de credibilidade do Parlamento, desgastado em razão da deslegitimação representativa. Com o objetivo de constatar a dinâmica institucional na esfera local, bem assim visualizar tais fenômenos, realiza-se levantamento dos Projetos de Lei Ordinária apresentados pelo prefeito e vereadores de Curitiba nos anos de 2009 e 2013. Conclui-se que o prefeito participa ativamente do processo legislativo local, aprovando seus projetos rápida e facilmente. Ao revés, os vereadores enfrentam muitas dificuldades, propondo muito e aprovando pouco. Tal cenário ratifica a crise da representação e a liderança política desempenhada pelo Executivo local.It identifies the current crisis of political representation and the frame of separation of powers in a constitutional State. It seems the preponderance of Executive power is due to the deterioration of Parliament credibility, caused by a decrease in political representation legitimacy. With a view to analyzing institutional dynamics within the local sphere and visualizing these phenomena, we collect data about draft bills (PLOs) proposed by the Mayor of Curitiba and local city councilors in 2009 and 2013. We conclude that the Mayor participates actively in the local legislative process, approving his drafts fast and easily. In contrast, councilors face great difficulties. They propose many drafts, but just few succeed. This scenario indicates the crisis of political representation in the municipal sphere and the political leadership performed by the Executive branch
