O antes e o agora : uma análise político-partidária do sucesso eleitoral de mulheres nas eleições para deputada estadual e distrital

Abstract

A representação é considerada tema de suma importância para a Ciência Política, tendo se unido à questão de gênero para contestar a desigualdade existente entre homens e mulheres nos ambientes institucionais representativos. Considerando a sub-representação das mulheres na política, apresenta-se o seguinte problema: "A obrigatoriedade da cota eleitoral de gênero tem contribuído para aumento significativo no sucesso das candidaturas femininas na esfera subnacional?". A partir disso, o artigo tem como objetivo analisar o sucesso eleitoral das mulheres candidatas aos cargos de deputados estadual e distrital entre os anos de 2006 e 2018. Argumenta-se que o campo subnacional também é importante esfera para o entendimento da questão de representação, sendo relevante entender as variações de mulheres nesse âmbito ainda pouco estudado. A pesquisa classifica-se como estudo observacional de série temporal e divide-se em duas partes: revisão de literatura e análise estatístico-descritiva. Os dados secundários foram coletados no sítio eletrônico do Tribunal Superior Eleitoral e dividem-se em: número de mulheres e homens candidatos e eleitos, bem como padrões partidários e regionais das candidaturas. Concluiu-se que a obrigatoriedade da cota eleitoral de gênero gerou aumento apenas no número de candidaturas femininas, o que não atingiu diretamente o sucesso eleitoral das candidatas, uma vez que o número de mulheres eleitas aos cargos de deputados estadual e distrital manteve-se estável entre 2006 e 2018. Apesar disso, houve variações nos parâmetros regionais e partidários ao longo dos anos, os quais são relevantes para a temática estudada.

Representation is considered a topic of paramount importance for Political Science, having joined the issue of gender to contest the existing inequality between men and women in representative institutional environments. Considering the under-representation of women in politics, the following problem arises: "Has the mandatory gender electoral quota contributed to a significant increase in the success of female candidacies at the subnational level?". From this, the article aims to analyze the electoral success of women in the position of state and district deputy between the years 2006 to 2018. It is argued that the subnational field is also an important sphere for understanding the issue of representation, being it is important to understand the variations of women in this area that is still little studied. The research is classified as an observational study of time series and is divided into two parts: literature review and statistical-descriptive analysis. Secondary data were collected on the website of the Superior Electoral Court and are divided into: number of women and men candidates and elected, as well as party and regional patterns of candidacies. It was concluded that the mandatory gender electoral quota generated an increase only in the number of female candidacies, which did not directly affect the electoral success of the candidates, since the number of women elected to the position of state and district deputy remained unchanged. stable between 2006 and 2018.
