PSDB E PT : análise da organização interna dos partidos

Abstract

Aborda a organização interna de PSDB e PT. O objetivo geral da pesquisa consiste em identificar a variação da organização interna dos partidos a partir da experiência de comandar o Poder Executivo nacional. Os objetivos específicos são esses: (1) identificar as mudanças organizacionais no PSDB durante o exercício do governo FHC (1995-2002); (2) identificar as mudanças organizacionais no PT durante o exercício do governo Lula (2003-2010). Cada partido é investigado em duas situações distintas. Na primeira, quando é fundado e está na oposição. Na segunda, quando vence as eleições nacionais e encontra-se na Presidência da República por um período de dois mandatos. Os dois partidos analisados tiveram modelos de origem distintos. As características de origem do PT agregam mais elementos societários, enquanto no PSDB prevalecem aspectos vinculados à esfera governativa. Buscou-se verificar as mudanças ocorridas ao longo do tempo nos seguintes aspectos: 1) distribuição dos recursos no interior do partido; 2) fontes de financiamento; 3) evolução da quantidade de filiados; 4) nível de inclusão dos filiados nos processos decisórios internos; 5) distribuição pelo território nacional do número de filiados, seções locais e representantes eleitos. Dentre os indicadores observados, apenas dois não enveredaram pelo mesmo caminho. Ao fim de oito anos no comando do governo federal, ambos os partidos fortaleceram as estruturas organizacionais.It deals with the internal organisation of PSDB and PT political parties. The general objective of the research is to identify the variation of the internal organisation of the political parties from the experience of running the national Executive Branch. The specific objectives are: (1) to identify the organisational changes in the PSDB during the FHC government (1995-2002); (2) identify the organizational changes in the PT during Lula's administration (2003-2010). Each political party is investigated in two different situations. At first, when it is founded and while in the opposition. In the second, when it wins national elections and finds itself in the Presidency of the Republic by a period of two mandates. The two analysed parties had different origin models. The characteristics of PT's origin adds more corporate elements, while in the PSDB case, aspects related to the governmental sphere prevail. It was sought to verify the changes that occurred over time in the following aspects: 1) distribution of resources within the party; 2) sources of financing; 3) evolution of the number of affiliates; 4) level of inclusion of members in internal decision-making processes; 5) distribution throughout the national territory of the number of affiliates, local sections and elected representatives. Among the indicators observed, only two did not follow the same path. After eight years in charge of the federal government, both parties strengthened organisational structures.
