Reforma política e representação parlamentar feminina : possibilidades e limites

Abstract

Que reformas do sistema político brasileiro contribuiriam para a correção da sub-representação parlamentar das mulheres? Este trabalho parte do diagnóstico de que as teorias da representação pouco dialogam com os teóricos que pensam as reformas da democracia. Em um contexto no qual o debate sobre a reforma do sistema político brasileiro está no centro da agenda política e acadêmica do país, a aproximação entre essas duas vertentes, a partir de uma perspectiva feminista, podem trazer contribuições fundamentais para a análise das barreiras institucionais, materiais e culturais que dificultam a representação igualitária das mulheres. Os problemas da representação, como, por exemplo, os limites estruturais do mecanismo eleitoral e a reprodução das desigualdades, são inerentes às democracias modernas. No entanto, eles podem ser minimizados por meio de reformas que visem à inclusão dos grupos marginalizados da população nas instâncias legislativas como forma de tornar a democracia brasileira mais responsiva. O objetivo deste trabalho é diagnosticar os obstáculos atualmente existentes para a incorporação das mulheres no Legislativo e apresentar propostas de reformas institucionais do sistema político que possam contribuir para a correção da sub-representação parlamentar feminina.

What reforms of Brazilian political system would contribute to the correction of women s parliamentary under-representation? This paper starts from the diagnosis that the theories of the representation have little dialogue with the theoreticians who think the reforms of the democracy. In a context in which the debate on the reform of the Brazilian political system is at the center of the political and academic agenda of the country, the approach between these two strands, from a feminist perspective, can bring fundamental contributions to the analysis of institutional, material and cultural barriers that hinder the equal representation of women. The problems of representation, such as the structural limits of the electoral mechanism and the reproduction of inequalities, are inherent in modern democracies. However, they can be minimized through reforms aimed at including marginalized groups in the legislative bodies as a way to make Brazilian democracy more responsive. The objective of this study is to diagnose the existing obstacles to the incorporation of women in the legislature and to present proposals for institutional reforms of the political system that may contribute to the correction of female parliamentary under-representation.
