A sub-representação feminina na Câmara Federal (1991-2019) : uma discussão sobre a efetividade do princípio da igualdade

Abstract

Discute em que medida a legislação eleitoral brasileira atual tem contribuído no acesso de mulheres a cargos na Câmara de Deputados. De início, fazemos considerações acerca da necessidade de análise dos avanços obtidos com a aplicação das leis de cotas, passando então a descrever as leis brasileiras que visam maior participação feminina nos cargos políticos eletivos. Em seguida, a partir das mais recentes composições da Câmara dos Deputados, discutimos em que medida a participação feminina tem mudado em conexão com as leis acima mencionadas. Através de revisão bibliográfica e análise de documentos, buscamos avaliar até que ponto as estruturas sociais existentes influenciam na efetivação de dispositivos que visam a maior participação política das mulheres, no caminho para alcançar a igualdade de gênero, uma vez que apenas a criação de leis não é suficiente para modificar a realidade, sendo necessárias mudanças socioculturais mais profundas.It discuss in what ways the current Brazilian electoral legislation has contributed to the access of women to public office in the Chamber of Deputies. Firstly, we make considerations about the need to analyze advances due to the application of quotas legislation, which brings us to describe Brazilian laws that aim at a larger female participation in elective political offices. Then, starting at the most recent composition of the Chamber of Deputies, we discuss in which way the female participation has changed in connection with the laws mentioned above. Through bibliographic review and document analysis, we attempted to evaluate the extent to which existing social structures have influence in the effectiveness of instruments that aim at a larger political participation of women, in the path to reach gender equality, since we believe that the creation of laws, in and of itself, isn't enough to change the reality, without deeper socio-cultural changes.
