Mudança institucional e opinião pública : estimando os efeitos da cobertura da ALMG realizada pelo Jornal Estado de Minas (1987-1994 e 1999-2002)

Abstract

Mostra a relevância do ambiente informacional na formação da imagem pública da Assembleia Legislativa de Minas Gerais (ALMG). Nossa análise tem como objeto a cobertura política do principal jornal mineiro, o Estado de Minas (EM), buscando responder duas perguntas: 1) se houve mudança no padrão da cobertura do EM como resposta às inovações institucionais promovidas pela ALMG durante o período coberto por nosso estudo (1987-1994 e 1999-2002); e 2) se a cobertura do EM contribuiu para a continuidade ou mudança da imagem pública da ALMG. Nossa análise aponta que o padrão da cobertura da ALMG realizada pelo jornal Estado de Minas não sofreu alterações substantivas. O que caracteriza a atitude do jornal Estado de Minas perante a ALMG, durante a maior parte do período investigado, é a neutralidade, o que contribui para a reprodução de atitudes prévias e já consolidadas em relação à ALMG. Em relação aos efeitos da cobertura sobre a opinião pública, as informações que circularam, no jornal, sobre o desenvolvimento institucional da ALMG, alcançaram apenas o público atento ao que acontece no mundo da política, favorecendo, em relação a esse grupo restrito, a formação de atitudes mais favoráveis à instituição. Concluímos que alterações mais profundas na imagem pública da ALMG dependem de processos sociais mais complexos e duradouros, que passam por experiências reiteradas e envolvem o contato direto com a instituição.It shows the relevance of the informational environment in the formation of the public image of the Legislative Chamber of Minas Gerais (ALMG). The study focuses the political coverage of Minas Gerais main newspaper, O Estado de Minas (EM), aiming at answering two questions: 1) whether there has been change in the EMs coverage in face of the institutional innovations promoted by the ALMG during the period studied (197-1994 and 1999-2002); and 2) whether the EMs coverage contributed to the continuity or to the change of the public image of the ALMG. The analysis shows that the pattern of coverage of the newspaper concerning the ALMG did not undergo significant transformations. During most of the period considered, the coverage of the Legislative Chamber by the EM is characterized by neutrality, what contributes for the reproduction of prior and consolidated attitudes. In relation to the effects of its coverage upon public opinion, the information diffused by the newspaper only fostered more favorable attitudes towards the institution in the public with greater interest in politics. The article concludes suggesting that more profound changes in the public image of the ALMG depend on more complex and enduring processes involving recurrent experiences and the direct contact with the institution.
