Trata das causas e do contexto que culminaram na eleição do Deputado Federal Severino Cavalcanti CPP-PEJ para a Presidência da Mesa Diretora da Câmara dos Deputados. Discute o seu papel na relação do Legislativo com o-Executivo durante os nove meses em que ocupou tal cargo. Mostra que o voto secreto foi um fator preponderante na sua eleição, pois permitiu o rompimento da lógica partidária vigente no interior do Congresso. Ademais. comprova a hipótese de que Severino se tornou um aliado do Executivo e não um veto player.It analyzes the causes and the context that resulted on Severino Cavalcanti' s election for the presidency of the House of Representatives. It discusses his function on the Executive and Legislative branches relationship, during the nine months he occupied the position. It shows that the secret vote is a preponderant factor on his election. once that's what had permitted the rupture with the usual partisan logical inside the Congress. After this, it proves the hypothesis that what Severino has become is an alley of the Executive branch, not a veto player.
