As trajetórias das esquerdas no Uruguai e na Argentina em perspectiva comparada

Abstract

Compara a trajetória percorrida pelas agremiações políticas de esquerda no Uruguai e na Argentina até a chegada ao poder, respectivamente, de Tabaré Vázquez (2005) e Néstor Kirchner (2003). Argumenta-se que no Uruguai, as regras institucionais são mais robustas que na Argentina. Nesse sentido, a chegada de Vázquez ao poder ocorreu após uma longa trajetória de ascensão eleitoral de seu partido, a Frente Ampla, obedecendo às regras eleitorais anteriores e posteriores à reforma constitucional. A chegada de Kirchner à presidência, em contraposição, ocorreu de forma inesperada, viabilizada por uma manobra política do então presidente Eduardo Duhalde, que anulou as primárias do Partido Justicialista. Nas eleições de 2003, esse partido lançou três candidatos à presidência - possibilidade não prevista no texto constitucional - o que representou uma clara modificação das regras do jogo.

It has the objective of comparing the trajectory of the left political parties in Uruguay and Argentina until the election, respectively, of Tabaré Vázquez (2005) and Néstor Kirchner (2003). The argument considers that Uruguay's institutional rules are more robust than Argentina's. In that sense, the election of Vázquez occurred after a long period of electoral ascension of his party, the Frente Amplio, obeying the rules existing before and after the constitutional reform. The election of Kirchner, in turn, was unexpected, permitted by a maneuver of then president Eduardo Duhalde, who annulled the primary elections of the Justicialista party. In the 2003 presidential elections, this party presented three candidates - a possibility not predicted in the Constitution -, what consisted in a clear modification of the rules of the political game.
