Mudanças no sistema partidário brasileiro em tempos de distensão : abertura democrática ou projeto de poder?

Abstract

Com a derrota nas eleições de 1974, os anseios da ditadura militar para o Brasil se encontravam ameaçados. Neste contexto, ainda durante o Governo Geisel uma série de legislações foram impostas. Dentro dessas reformas, tivemos a volta do multipartidarismo em substituição ao bipartidarismo então vigente, na propaganda de abertura gradual, lenta e segura. O trabalho, a partir de um estudo de caso referente ao Brasil, analisa como se deu este processo com pontos importantes entre 1974-1982, suas motivações e efeitos marcados naquele momento de início da distensão. Como conclusão percebeu-se que para além de uma retórica simples de abertura, a mudança no sistema partidário visava manter a hegemonia do partido governista.With the defeat in the 1974 elections, the wishes of the military dictatorship for Brazil were threatened. In this context, still during the Geisel's government, a series of laws were imposed. Within these reforms, we had the return of multipartisanship to replace the bipartisanship then in effect, in the propaganda of a gradual, slow and safe opening. The following work, based on a case study referring to Brazil, aims to analyze how this process took place with important points between 1974-1982, its motivations and marked effects at that moment when the strain started. As a conclusion, it was noticed that in addition to a simple rhetoric of openness, the change in the party system aimed to maintain the hegemony of the governing party.
