A mulher no processo político : do direito ao voto às cotas eleitorais nas eleições para órgãos partidários

Abstract

A igualdade de gênero na política brasileira transpôs diversos desafios desde os movimentos sufragistas que antecederam o Código Eleitoral de 1932. Este trabalho teve como objetivo fazer um breve histórico e apresentar um quadro geral deste desenvolvimento, utilizando-se de pesquisa bibliográfica e leitura de textos legais. Foram analisados os movimentos feministas que lutaram pelo direito ao voto, a evolução normativa que aperfeiçoou as primeiras leis e decretos editados, as primeiras ações afirmativas de cota de candidaturas, as normas afirmativas relativas ao financiamento de campanha e, por fim, as decisões judiciais que pacificaram algumas das questões em aberto e avançaram para além das cotas de gênero para incluir as cotas às negras e negros.Gender equality in the Brazilian political process has overcome several challenges since the suffragist movements that preceded the edition of the Electoral Code of 1932. This work aimed to make a brief history and present a broad understanding of this development, using bibliographic research and analysis of legal statutes. Initially, the feminist movements that fought for the right to vote and the resulting laws were analyzed. Then, the normative evolution and the first norms that implemented the affirmative action programs were studied. Subsequently, were presented the affirmative action laws related to campaign financing. And finally, were examined the judicial decisions that give rise to race-based affirmative actions.
