Representação política e democracia representativa são expressões inseparáveis? Elementos para uma teoria democrática pós-representativa e pós-liberal

Abstract

Aborda a identificação que a ciência política comumente estabelece entre Democracia representativa e representação política. Para tanto, é realizada uma breve revisão histórica sobre o significado da expressão regime democrático representativo liberal, resultante de um processo de fusão gerado ao longo dos últimos duzentos anos entre conceitos que, nos finais do século XVIII e para autores como os Federalistas estadunidenses, Benjamin Constant e Aléxis de Tocqueville, eram essencialmente antitéticos: democracia e governo representativo, democracia e liberalismo, democracia e regime republicano. A partir de tal revisão, procura-se questionar a aparente indissociabilidade que existiria entre a representação e o regime democrático representativo, assim como submeter à crítica o monopólio político e teórico-conceitual que esse regime detém sobre a primeira. Isso permitirá refletir a respeito da impostergável necessidade de reapropriação e ressignificação do conceito de representação política que as correntes contra-hegemônicas deveriam promover dentro da teoria democrática contemporânea. O que, por sua vez, abriria outros horizontes para pensar em uma democracia radical não mais como síntese ou combinação entre elementos da democracia representativa e da democracia participativa, mas sim como um regime sócio-político que supere a democracia representativa sem por isso renunciar à formulação de arranjos institucionais que expressem e recriem o princípio da representação.

It analyzes the homology, often established within political science, between representative democracy and political representation. To that end, the meaning of the term liberal representative democratic regime is historically reviewed. Such a term resulted from a merger produced over the past 200 years between a number of coupled concepts that, in the late eighteenth century, were essentially antithetical: democracy and representative government, democracy and liberalism, democracy and republican regime. Based on this review, focused on the analysis of works of authors such as the Federalists, Benjamin Constant, and Alexis de Tocqueville, the article aims to question the supposed inseparability of representation and a democratic representative regime, as well as to criticize the theoretical and political monopoly that this regime holds over the former. This shall enable a reflection on the pressing need for anti-hegemonic currents within contemporary democratic theory in order to reclaim and rethink the concept of political representation. Such a reflection may, in turn, open new horizons and suggest that radical democracy should not be considered as the result of a synthesis or combination of elements of representative democracy and participatory democracy, but as a sociopolitical system that transcends the liberal representative democratic framework without having to relinquish the development of institutional arrangements that express and recreate the principle of popular representation.
