Resumo
Tem como proposta a construção de um panorama do
comportamento político-eleitoral dos cidadãos de Santa Maria, no Rio Grande do Sul, desde o
final da década de 1940, passando pela década de 1950 e início da década de 1960. O
panorama proposto tem por objetivo demonstrar como se originou o cenário que permitiu
amplo apoio da maioria do legislativo municipal ao Golpe Civil-Militar de 1964. Para tanto,
serão demonstrados os resultados eleitorais das eleições municipais, sistematizados a partir da
análise de conteúdo quantitativa, bem como os votos dos eleitores da cidade para presidente,
vice-presidente, governador, Câmara Federal e Assembleia Legislativa. Essas estatísticas
apontam que no referido intervalo temporal há, em Santa Maria, um crescimento dos partidos
liberais-conservadores, que está intimamente ligado ao decréscimo de votos para os partidos
da esquerda-nacionalista, como o Partido Trabalhista Brasileiro, por exemplo. É possível
notar, a partir dos dados observados, uma mudança no comportamento político dos santamarienses,
que pode ser parcialmente compreendida através do conceito de cultura política. O
crescimento de uma cultura política conservadora na cidade, representada pela força eleitoral
dos partidos de oposição ao governo João Goulart, nos pareceu permitir a formação, em 1963,
de uma legislatura que em sua maioria apoiou o processo golpista.
It has the objective to build a picture of the political and electoral behavior of the citizens of Santa Maria, city in the state of Rio Grande do Sul-Brazil, since the end of the 1940s, during the 1950s and early 1960s. The proposed scenario aims to demonstrate the origin of the panorama which allowed wide support to the Civil-Military Coup of 1964 from the majority of municipal legislature members. Therefore, the election results of the municipal elections will be demonstrated, systematized from the quantitative content analysis as well as the votes of the city electors for president, vice president, governor, the House of Representatives and Legislative Assembly. These statistics show that during this time interval there was, in Santa Maria, an increase of liberal-conservative parties, which is closely linked to the vote decrease for left-nationalist parties, as the Brazilian Labor Party, for example. From the observed data, it is possible to notice a change in the political behavior from the electors of Santa Maria, which can be partially understood through the concept of political culture. The growth of a conservative political culture in the city, represented by the electoral strength of the opposition parties to the government of the President João Goulart, seemed to have allowed the formation, in 1963, of a legislature that mostly supported the coup process.
