Artigo Discursos e disputas sobre o sentido da participação na Venezuela : uma análise da origem e do desenho dos Conselhos Comunais(2015) Baggia, Francesca; Tribunal Superior EleitoralInvestiga a criação das leis dos Conselhos Comunais (CC) na Venezuela para tentar avaliar que tipos de ideias e concepções de participação orientaram sua elaboração e quais as consequências destas ideias para o desenho destes mecanismos de participação. A análise desenvolvida ao longo do texto visa mapear os atores envolvidos no processo de criação das leis dos CC, suas ideias e discursos sobre essas instituições participativas, assim como avaliar quais destes discursos e ideias foram incorporados nos textos das duas leis. A partir da análise de entrevistas foi possível distinguir diferentes posições sobre a origem e o conteúdo da lei: por um lado, membros da sociedade civil apontaram para a existência de importantes reivindicações populares como principal motivo da criação dos CC; por outro lado, deputados e militantes do PSUV colocaram em primeiro plano a necessidade de criar mecanismos que permitissem driblar as ineficiências e problemas de outras instituições. Por sua vez, a análise da legislação relativa aos CC permitiu destacar que as diferenças e tensões entre ideias e propostas desses distintos atores se refletem nas leis. So that, we examine e process of adoption of national policies participation in four different countries: Brazil, Venezuela, Uruguay and Bolivia. The participatory policies have been implemented in different ways, with different relational models between the State and society. Thus, we developed a typology based on three analytical categories, about the promotion of the predominant participation in these four countries: design and dynamic participation; involvement of civil society; and its shape and configuration. We seek to distinguish the reasons and procedural analytical events that justify the position of each country in these ideal-types spectral. This distinction occur mainly in the form of the leftist party came to power, the party system in the country, and linkages and social bases established by the respective parties, etc. Finally, it presents new research agendas regarding the field of the political participation in Latin America. The new research agendas are the relationship that the political participation operates within the Legislative power, the idea of political representation inserted in these democratic innovations, and the need to develop new studies on this theme by looking at this new phenomenon of the right turn emerging in the Latin American region.
