Participação das minorias no processo eleitoral : panorama legislativo e papel das instituições democráticas

Abstract

Analisa a participação das minorias no processo eleitoral brasileiro. Tem-se como objetivo traçar as formas pelas quais pode-se aumentar a participação das diversas camadas da sociedade nos cargos e decisões políticas. Fez-se o estudo das normas existentes, que preveem garantias e direitos fundamentais a todos, dos conceitos de igualdade material e formal, de racismo estrutural e de ações afirmativas. A partir de tal estudo, concluir-se-á sobre o papel das instituições democráticas, em especial do Poder Legislativo, do Poder Judiciário e do Ministério Público, na efetivação da participação dos grupos minoritários no processo eleitoral.It analyzes the participation of minorities in the Brazilian electoral process. The objective is to outline the ways in which the participation of the different layers of society in political positions and decisions can be increased. A study was made of the current norms that provide guarantees and fundamental rights for all, the concepts of material and formal equality, structural racism and affirmative action. From this study, it will be concluded on the role of democratic institutions, especially the Legislative Power, the Judiciary Power and the Public Ministry, in the effectiveness of the participation of minority groups in the electoral process.
