Desde a sua independência em 1973, a Guiné-Bissau tem sido marcada por ciclos de instabilidade política e desafios de governança ao longo de sua trajetória democrática. Este país
africano conheceu inúmeros golpes de Estado militar e uma série de tentativas de subversão da ordem constitucional, causadas por crises políticas internas no seio dos diferentes partidos políticos e conflitos entre titulares de órgãos de poder, que dificultaram a instalação de instituições democráticas sólidas e a consolidação de governos democraticamente estabelecidos. Portanto, este artigo objetiva fazer uma análise sobre a democracia e a governança na Guiné-Bissau, trazendo algumas considerações no período antes da abertura democrática de 1991, visto que o país passou por diferentes estágios políticos com períodos de governo civil e militar. Os constantes sobressaltos ao poder na Guiné-Bissau constituem os empecilhos para a consolidação democrática, sendo um dos principais fatores que impedem o país de criar mecanismos para uma boa governação e o lançamento do seu desenvolvimento econômico, e social. Também, constata-se que o fraco funcionamento das instituições do Estado afeta sobremaneira a implementação de projetos de governos afirmados ao longo dos tempos. Por outro lado, o atual chefe de Estado, Umaro Sissoco Embaló, está a transformar substancialmente o sistema político do país em um regime autoritário.
Since its independence in 1973, Guinea-Bissau has been marked by cycles of political instability and governance challenges throughout its democratic history. This African country has experienced numerous military coups d'état and a series of attempts to subvert the constitutional order, caused by internal political crises within the different political parties and conflicts between office holders, which have made it difficult to establish solid democratic institutions and consolidate democratically established governments. Therefore, this article aims to analyze democracy and governance in Guinea-Bissau, bringing up some considerations in the period before the democratic opening of 1991, since the country went through different political stages with periods of civilian and military rule. The constant jostling for power in Guinea-Bissau is an obstacle to democratic consolidation, and one of the main factors preventing the country from creating mechanisms for good governance and launching its economic and social development. In addition, the weak functioning of state institutions has a major impact on the implementation of government projects that have been established over time. On the other hand, the current head of state, Umaro Sissoco Embaló, is substantially transforming the country's political system into an authoritarian regime.
