Parlamentarismo no Brasil : uma alternativa viável ao atual custo da governabilidade democrática?

Abstract

O conflito entre o Executivo e o Legislativo tem sido, historicamente, um elemento crítico para o exercício da governabilidade no Brasil. Este artigo objetiva analisar o arranjo institucional por trás do sistema presidencialista brasileiro para, então, discutir o problema de se importar instituições, como o sistema parlamentarista, inadequadas à heterogeneidade das bases sociais de sustentação política. De forma sumária esta pesquisa também avalia criticamente os argumentos a favor da instalação do parlamentarismo como sistema de governo no Brasil. Para tanto, realizou-se uma investigação bibliográfica acerca do tema buscando-se expor, em um primeiro momento, as conotações dirigidas às duas formas de governo para, então, alcançar o ponto nevrálgico que marca os aspectos relacionados à inabilidade do parlamentarismo de conseguir resultados promissores diante das regras eleitorais e partidárias do sistema político brasileiro.The conflict between the Executive and the Legislature has been historically a critical element for democratic stability and the exercise of governability in Brazil. This article aims to analyze the institutional arrangement behind the Brazilian presidential system to discuss the problem of importing institutions, such as the parliamentary system of government, inadequate to the heterogeneity of the social bases of political support. In summary, this research also critically evaluates the arguments in favor of the installation of parliamentarism as a system of government in Brazil. In order to do so, a bibliographical research was carried out on the subject, aiming to expose, at first, the connotations directed at the two forms of government, to reach the nerve end that marks the aspects related to the inability of parliamentarism to achieve results promising to the electoral and partisan rules of the Brazilian political system.
