Abstenção eleitoral : um problema que pode ser compreendido pelo liberalismo moderno?

Abstract

Busca compreender o fenômeno da crescente abstenção eleitoral no Brasil a partir da perspectiva do liberalismo moderno, que entende o voto e a participação política como indissociáveis da ideia de humanidade e de cidadania. A hipótese que se pretende demonstrar é a de que a ideia de liberdade negativa trazida pelo liberalismo moderno, característica das democracias modernas, não é suficiente para justificar o atual desinteresse pela participação política. Como hipótese de pesquisa, demonstrar-se-á que o aumento das abstenções eleitorais é melhor compreendida sob a ótica das transformações sociais e culturais características da pós-modernidade, que ressignificam a participação política e deslocam a ideia do voto, visto como um dever cívico, para o voto como uma escolha facultativa. A pesquisa adota uma abordagem qualitativa, baseada em revisão bibliográfica e análise teórica de autores como Benjamin Constant, John Rawls e Isaiah Berlin. Os resultados esperados indicam que a crescente abstenção eleitoral fragiliza o Estado Democrático de Direito, o pluralismo político e o exercício da cidadania, sendo necessário que o combate ao fenômeno parta da adoção de soluções compatíveis com o pós-modernismo, como a educação política, a modernização do sistema eleitoral e o fortalecimento da transparência institucional.It seeks to understand the phenomenon of increasing electoral abstention in Brazil from the perspective of modern liberalism, which views voting and political participation as inseparable from the idea of humanity and citizenship. The hypothesis to be demonstrated is that the concept of negative freedom, as presented by modern liberalism and characteristic of modern democracies, is not sufficient to justify the current disinterest in political participation. As a research hypothesis, it is argued that the rise in electoral abstention is better understood through the lens of the social and cultural transformations characteristic of postmodernity, which redefine political participation and shift the idea of voting from a civic duty to an optional choice. The research adopts a qualitative approach, based on a bibliographic review and theoretical analysis of authors such as Benjamin Constant, John Rawls, and Isaiah Berlin. The expected results indicate that the growing electoral abstention weakens the Democratic Rule of Law, political pluralism, and the exercise of citizenship, making it necessary to combat this phenomenon through solutions compatible with postmodernism, such as political education, modernization of the electoral system, and strengthening institutional transparency.
