Breves notas sobre alguns aspectos do sistema eleitoral português

Abstract

O sistema eleitoral português e as garantias de imparcialidade, asseguradas pelos tribunais e pelos juízes, bem como a formulação de um princípio de aquisição sucessiva ou progressiva dos atos com vista a garantir a programação rigorosa dos prazos de procedimento e sem prejuízo das exceções que se afigurem essenciais para a assegurar a verdade da eleição; a paridade de sexos na composição de listas plurinominais e a limitação de mandatos como meio para atingir a independência no exercício dos cargos executivos, evitando o "efeito de fulanização".The portuguese electoral system and the guarantees of impartiality, ensured by the courts and judges, as well as the formulation of a principle of successive or progressive acquisition of the acts in order to guarantee the strict programming of the procedural deadlines and without prejudice to the exceptions that appear essential to ensure the legitimacy of the election; gender parity in the composition of plurinominal lists and the limitation of mandates as a resource to achieve independence in the impersonal exercise of elective mandate in executive power, that could be called a way to avoid the "fulanization effect".
