Resumo
Evidencia empiricamente indícios da existência de
grupos criminosos organizados atuando em diversas prefeituras de Pernambuco. Para tal,
desenvolve-se uma análise quantitativa e qualitativa das denúncias do Ministério Público
de Pernambuco (MPPE) contra prefeitos no período 2000-2005. Inicialmente, define-se
o que é crime organizado e as suas origens. Em seguida, apresentam-se o número de denúncias oferecidas pelo MPPE; os municípios que sofreram com atos ilícitos por parte
dos administradores e os crimes cometidos por eles. Na terceira e quarta seções, mostrase
que o Poder Executivo exerce força centrípeta junto a prefeitos e parlamentares. Em
razão disto, conclui-se que grupos criminosos fazem parte da coalizão partidária em
torno do poder executivo.
Aims to highlight traces of empirical evidence suggesting the existence of organized criminal groups acting in several city halls of the state of Pernambuco. To this end, it develops a quantitative analysis of the complaints of the Prosecuting Attorneys Council of the state of Pernambuco (MPPE) against mayors in the period 2000-2005. After defining what is to be understood as organized crime and its origins, the analysis presents the number of complaints offered by MPPE, indicating both the municipalities having suffered from unlawful acts by their mayors, and the crimes committed by them. In the third and fourth sections it is showed that the states Executive power exerts a centripetal force of influence over mayors and representatives in the sense of coopting them for the administrations power project. Accordingly, the article suggests that criminal groups are part of the party coalition around the Executive power in the state.
