Autoritarismo competitivo na América Latina : o caso do Peru sob o governo Alberto Fujimori (1990-2000)

Abstract

Utilizando as classificações e os indicadores trazidos pela literatura sobre regimes políticos, este artigo tem por objetivo compreender o regime peruano durante o governo Fujimori (1990-2000) a partir do conceito de regime híbrido. Além do suporte teórico oferecido pela bibliografia sobre regimes políticos, são apresentados alguns dados eleitorais que ilustram a dinâmica política do Peru no período. Conclui-se que o regime peruano dos anos 1990 se situa no chamado "autoritarismo competitivo". Trata-se de um subtipo de regime híbrido, caracterizado pela manutenção das eleições e das instituições, porém com o constante enfraquecimento e deslegitimação de ambas, por conta de medidas autoritárias do governo.Using classifications brought by the literature about political regimes, this article aims to comprehend the Peruvian regime during Fujimori government (1990-2000) as from the concept of hybrid regime. We use the theoretical support offered by the bibliography about political regimes and also some electoral data that show the political dynamic at Peru in 90's.We conclude that the Peruvian regime in the 90's can be a case of "competitive authoritarianism". It is about a subtype of hybrid regime, characterized by the maintenance of elections and institutions, but with constant impairment and deslegitimization of both, because of authoritarian attitudes practiced by the government.
