Participação política dos povos indígenas e a perpetuação da invisibilidade no cenário político

Abstract

Analisa de que forma as políticas públicas vigentes são capazes de introduzir a população indígena no ambiente político. Constata-se a invisibilidade indígena no âmbito político deve-se a uma longa história de tutela estatal. Considerando o perfil do índio brasileiro da atualidade e suas demandas, bem como os entraves ao exercício da cidadania, é possível observar que o direito de sufrágio indígena é tratado com displicência pela legislação e jurisprudência brasileiras. O percentual de candidaturas indígenas aptas nas eleições de 2014 a 2018, demonstra a carência da representatividade indígena e, por conseguinte, a necessidade de alternativas que enalteçam a cultura e participação indígena como forma de fortalecer a democracia brasileira. Assim, o índio vive uma condição de sub-cidadania, dadas as dificuldades decorrentes do exercício do direito do sufrágio ativo e passivo e do fato de serem representados por lideranças descompromissadas com seus interesses na frente parlamentar e nos fóruns consultivos. O estudo trata-se de um levantamento bibliográfico, no qual foi adotado o método hipotético dedutivo partindo da análise documental e jurisprudencial contida nas bases de dados do Tribunal Superior Eleitoral (TSE).It analyzes how current public policies are able to introduce the indigenous population into the political environment. Indigenous invisibility in the political sphere is due to a long history of state tutelage. Considering the profile of the Brazilian Indian of today and its demands, as well as the obstacles to the exercise of citizenship. it is possible to observe that the right of indigenous suffrage is treated with disdain by Brazilian legislation and jurisprudence. The percentage of indigenous candidates eligible in the 2014 to 2018 elections demonstrates the lack of indigenous representation and. therefore, the need for alternatives that enhance indigenous culture and participation as a way to strengthen Brazilian democracy. Thus, the Indian is a condition of sub-citizenship, given the difficulties stemming from the exercise of the right to active and passive suffrage and the fact that they are represented by disengaged leaders with their interests on the parliamentary front and the consultative forums. The study is a bibliographical survey, in which the hypothetical deductive method was adopted, based on the documentary and jurisprudential analysis contained in the databases of the Superior Electoral Court.
