Resumo
El Instituto Nacional Electoral (INE), antes Instituto Federal Electoral, de México ha
tenido a la educación cívica entre sus atribuciones por más de treinta años. El artículo recorre el impacto
de los procesos de reforma electoral en este periodo sobre aquella función. A partir de la revisión se
concluye que los cambios en el plano político-electoral han brindado oportunidades para la actuación
del INE, aunque los principales avances no han venido principalmente por las reformas normativas,
sino por la experiencia en la implementación de programas. El aprendizaje institucional ha mejorado la
conceptualización, el diseño y la implementación de los programas de educación cívica. Esto representa
un avance que requiere complementarse para enfrentar los retos de las democracias modernas.
The National Electoral Institute (INE), formerly the National Federal Institute, from Mexico has had for more than thirty years the legal mandate to perform civic education activities. This article studies in a detailed manner the impact of electoral reform on this area. I conclude that legal changes have brought opportunity areas for INE, but for the most part, advances are a consequence of the experience during the implementation phase of these programs. Institutional learning has made possible improvements in the conceptual framework, design, and implementation of civic education programs. However, the progress achieved by INE requires additional efforts to deal with the challenges faced by modern democracies.
