Abstract

Afirma que a reforma política é necessária para a efetivação da cidadania inaugurada pela Constituição Federal de 1988, destacando o partido político como o garante do Estado democrático e social de direito. A reforma política deve ter como ponto fulcral o fortalecimento das agremiações e o aperfeiçoamento da representação política. Daí a necessidade de uma profunda reflexão acerca do sistema eleitoral, que é determinante para o aperfeiçoamento da democracia. Conclui que a reformulação do sistema eleitoral, por meio da adoção do voto distrital misto em lista fechada, contribuirá para o aprimoramento da representação política.Political reform is necessary for effective citizenship as inaugurated by the Constitution of 1988. Political parties are the guarantors of the Democratic and Social Rule of Law. Political reform must have as it s focal point the strengthening of associations and the improvement of political representation. Hence the necessity of profound reflection on the electoral system, which is crucial to the improvement of democracy. The recasting of the electoral system, adopting the mixed district voting in a closed list, will contribute to improving political representation.
