A cota eleitoral de gênero : política pública ou engenharia eleitoral?

Abstract

Descreve a evolução da participação feminina antes e depois da adoção das cotas de gênero nos partidos políticos em 1998 para as eleições legislativas. Em seguida, mostra de que modo os partidos políticos manejam o instituto das cotas e por que seu uso é diferente em diferentes legendas partidárias. A conclusão é que os partidos políticos têm autonomia para lidar de forma particularista com uma política pública universalista.It describes the women participation evolution before and after the emerge of gender quotas in the political parties in the 1998´s legislative elections. Following up, it presents the way the political parties handle the quota's institute and the reason for so different manners of doing it in a diversity of party labels. The conclusion points out that the political parties has autonomy to handle in a particular way an universalist public policy.
