Implicações da e-participação para a democracia na América Latina e Caribe

Abstract

Analisa as repercussões políticas das inovações democráticas digitais em países da América Latina e Caribe. A questão central indaga em que medida as redes constituídas para o ativismo político na internet de fato contribuem para o desenvolvimento e a legitimidade de práticas democráticas. Para responder a essa inquietação foi realizada pesquisa para mapear e analisar quinhentas e vinte e seis (526) iniciativas de e-participação na região. Tais inovações tendem a consolidar e a reforçar práticas democráticas participativas; ampliar canais de comunicação entre cidadãos e governos; aprimorar as possibilidades de representação cidadã e fortalecer os mecanismos políticos e legais para controle social. Ainda assim, observa-se número reduzido de iniciativas com resultados efetivos. Quanto maior a penetrabilidade das demandas cidadãs em processos políticos formais, maiores as chances de as iniciativas transformarem-se, de fato, em instrumentos de consolidação e legitimação de práticas e processos democráticos participativos.It analyzes the implications of digital democratic innovations in Latin America and the Caribbean countries. The central issue is whether networks developed for political activism on the internet really contribute to the development and legitimacy of democratic practices. To answer this question a research was carried out with the goal of mapping and analyzing five hundred and twenty-six (526) e-participation initiatives. The initiatives tend to consolidate and reinforce democratic practices; increase communication channels between government and citizens; enhance citizens´ representation possibilities and strengthen legal and political mechanisms for social control. Nevertheless, there is still a small number of initiatives that show effective and verifiable results. The higher the penetrability of the initiatives in formal political processes the greater are the chances that they become means of consolidating and legitimizing democratic processes and practices.
