La reforma electoral de 2014 en México es probablemente la que mayor impacto ha tenido en
el sistema electoral, asimismo, es la reforma que ha tenido una repercusión importante en la designación
de autoridades electorales subnacionales y en sus atribuciones. Antes de la reforma, la designación de
consejerías y magistraturas electorales recaían en los congresos locales. La reforma electoral modificó
ese mecanismo de designación para que fuera la autoridad electoral nacional la encargada de designar a
las consejerías locales, y el Senado de la República, a las magistraturas, y buscar con ello menor injerencia
de las élites políticas locales en las decisiones de las autoridades. El presente trabajo busca comparar en
qué institución electoral subnacional se dio el mayor número de destituciones de 2015 a 2020, y sus
posibles causas.
The 2014 electoral reform in Mexico has had a significant impact on the electoral system, especially on the designation of subnational level electoral authorities and their attributions. The Mexican subnational electoral model includes administrative and jurisdictional electoral authorities. Before the reform, the designation of electoral councils and judges was an attribution to the local congresses. The electoral reform modified this designation mechanism. Now the national electoral authority has the attribution to appointing the local councils and the Senate of the Republic to the electoral judges, thereby seeking less interference from local political elites in the authorities' decisions. In this sense, councils and judges' destitution is the responsibility of the institutions that appointed them. The paper seeks to compare the dismissals that occurred from 2015 to 2020 in both subnational administrative management bodies and electoral tribunals.
