Eleições na Alemanha

Abstract

Examina particularidades da organização, realização e perfil das eleições na Alemanha, com ênfase em tópicos de interesse para a realidade das eleições brasileiras. Esclarece aspectos dos sistemas híbrido, majoritário e proporcional, utilizados nas eleições do Bundestag, o Parlamento Federal Alemão. Trata de temas como condições de elegibilidade e inelegibilidades, voto obrigatório, financiamento e propaganda eleitorais, e noticia o entendimento do Tribunal Constitucional Federal Alemão sobre o voto eletrônico. Ao final, compara abordagens alemãs e brasileiras para problemas e situações eleitorais e opina sobre a conveniência de adotar algumas das soluções germânicas.

It examines particularities of the organization and profile of elections in Germany, with an emphasis on topics of interest to the Brazilian elections. It clarifies aspects of the hybrid, majority and proportional systems, used in the elections of the "Bundestag", the German Federal Parliament. It addresses topics such as eligibility and ineligibility conditions, mandatory voting, electoral funding and propaganda, and explains the understanding, adopted by the German Federal Constitutional Court, on electronic voting. Finally, it compares German and Brazilian approaches to electoral problems and it examines the desirability of adopting some of the German solutions.
