A (in) definição do número de deputados federais por estado : História de uma questão política

Abstract

Recapitula, desde 1822, a história da distribuição de lugares na Câmara dos Deputados entre os estados e indica, para cada situação nova, a legislação pertinente. Procura realçar que as alterações do número de representantes por estado, muitas vezes abruptas, dependeram mais de alterações estruturais nas relações entre as regiões do país que da lenta mudança das populações relativas dos estados. Tece, ainda, considerações sobre a situação atual, em que, mais uma vez, depois de um longo período de imobilidade, se acena com a possibilidade de atualização das representações estaduais.It dates back to 1822 in order to recapitulate the history of House of Representatives' seat distribution among the states, and appoints, to each new situation, the applicable law thereto. An attempt is made to note that changes in number of state representatives, often abrupt and sudden, have depended mostly on the changing structural relationship among the different regions of the country, and less on the slow demographic changes that take place in the different states. The article also builds on considerations regarding the current situation, which once again, after a long period of idleness, waves at the possibility of bringing state representation up to date.
