Resumo
O Transtorno do Espectro Autista (TEA) é uma condição do neurodesenvolvimento
que envolve características cognitivas, sensoriais e comportamentais diversas. O
presente trabalho tem como tema o exercício dos direitos políticos por pessoas com
TEA e a invisibilidade a partir do cadastro eleitoral. O problema de pesquisa consiste
em verificar de que modo a ausência de categorização específica das pessoas com
TEA no cadastro eleitoral contribui para a sua invisibilidade estatística e política,
impactando a formulação de políticas públicas inclusivas no âmbito da Justiça
Eleitoral. O objetivo geral é analisar se os direitos políticos das pessoas com TEA
estão sendo efetivamente garantidos, tomando o cadastro eleitoral como objeto
central de investigação, identificar os fatores que geram sua invisibilidade estatística
e propor medidas que promovam um atendimento inclusivo durante o processo
eleitoral. A justificativa sustenta-se em três dimensões: (i) social, pela necessidade de
garantir equidade no processo democrático e assegurar visibilidade e acesso pleno a
direitos; (ii) acadêmica, por tratar-se de campo ainda incipiente no Brasil, que exige
articulação interdisciplinar entre Neurociências, Ciência Política, Direito Eleitoral e
Estudos Socioculturais; e (iii) institucional, em razão do papel da Justiça Eleitoral na
promoção da cidadania inclusiva e da acessibilidade. A metodologia combina
abordagens qualitativa e quantitativa, com objetivo descritivo e uso de procedimentos
bibliográfico e documental. Os resultados demonstram que, no alistamento eleitoral,
pessoas com TEA são registradas na categoria genérica "outros tipos de deficiência",
inviabilizando a mensuração do número de eleitores nessa condição, dificultando
políticas adequadas de atendimento, bem como mascarando dados relevantes. Como
produto final, elaborou-se uma Cartilha Técnico-Educativa com orientações práticas
para mesários, a fim de subsidiar o atendimento inclusivo de pessoas com TEA no dia
das eleições. Espera-se que o material contribua para o fortalecimento da democracia
e da cidadania, além de sensibilizar a sociedade e as instituições quanto à urgência
de políticas que assegurem a plena inclusão de pessoas com TEA no processo
democrático.
Autism Spectrum Disorder (ASD) is a neurodevelopmental condition characterized by diverse cognitive, sensory, and behavioural traits. This study addresses the exercise of political rights by individuals with ASD and their invisibility within the electoral registry. The research problem lies in examining how the lack of a specific categorization of autistic individuals in the electoral database contributes to their statistical and political invisibility, thereby hindering the development of inclusive public policies within the scope of Electoral Justice. The main objective is to assess whether the political rights of individuals with ASD are effectively guaranteed, taking the electoral registry as the central object of analysis, identifying factors that generate statistical invisibility, and proposing measures to ensure inclusive support during the electoral process. The study is justified on three grounds: (i) social, due to the need to promote equity in the democratic process and ensure visibility and full access to rights; (ii) academic, as this is an emerging field in Brazil requiring an interdisciplinary approach involving Neuroscience, Political Science, Electoral Law, and Sociocultural Studies; and (iii) institutional, given the role of Electoral Justice in fostering inclusive citizenship and accessibility. The methodology combines qualitative and quantitative approaches, with a descriptive scope and the use of bibliographic and documentary procedures. Findings indicate that, during voter registration, individuals with ASD are recorded under the generic category "other types of disability," which prevents the measurement of their actual number, hinders the design of appropriate electoral policies, and obscures relevant data. As a final product, a technical-educational guide was developed to provide practical instructions for poll workers, supporting inclusive assistance to autistic voters on election day. This material is expected to strengthen democracy and citizenship, while raising awareness among society and institutions about the urgent need for policies that guarantee the full inclusion of individuals with ASD in the democratic process.
